my name is Mr. Keji xu. I am a student at Warwick university. My asylum was rejected on 29th March 2010. I won a paper-making company in China. in a village that became the subject of illegal coal mining, leading to the deaths of 69 people in a series of explosions and causing extreme damage to housing in March 2010. I and my staff made petition to BeiJing for 4 years. following this, gangsters 'hired by the mines and corrupted communist officers' attacked the factory on Sep 6th 2008. they stabbed six security guards at the factory. at this point, he was studying in the UK. after the gangsters attacked fail and P. M Mr.Wen JiaBao called this case in 2007, the factory's main workshop and residential areas appeared plenty subsidence. It made exposure as a liar and a fraud as that local corrupted communist officers submitted a report to guarantee the coal mines operations cannot affect the factory's operation. it intended to kill a big evidence that they used police to take over the factory on 5th May 2009 illegally. They arrested my brother and general manager Mr. Zhanjun Li. They issued international warrant of my arrest. I cannot renew my passport. This is why I applied asylum.
I am a big evidence. I am a victim. I never receive one penny from UK government. I paid tuition fee to make a great contribution for UK economy. Removing me back to China quickly enables the corrupted Communist officers killed me as a big evidence of their corruption.
I am sad for loss of 69 people's lives. My hometown is xinmi city, zhengzhou, Henan province. on 15th March 2010, there was an incident which killed 25 miners in DongXing Coal Mine. http://china.globaltimes.cn/society/2010-04/519745.html. On 31st March, GuoMing mining Co. The Queen and PM Brown replied my letter and forward my letters to MiliBand. He did not pass any message to Chinese authority.
If I was removed to China, can you continually track me where and how they treat me such as arrest, missing or killed in China etc. I announce here I would not be suicide forever! If you heard I am suicide, it could be killed by corrupted Communist officers.
It is only hope that you as a protector of human rights can help me who will be completing my PhD. It would stop incidents and people deaths in my hometown. It would help China is no longer to produce a bloody coal!
My case is real human rights case. Fear engulfed me when I saw their hidden agenda. Where might is master, justice is servant. The documents put here are just small pieces of the evidence translated I hold. I am also keeping a lot of voice and video records to prove the MFP case as corrupted Chinese officials are involved.

“Usurp Power” Intrigued for Seizing Coal Resource
Review of the “Sep.sixth” bloodshed incident in Zhengzhou Mifeng Paper Industry Co., Ltd.

Zhengzhou Mifeng Paper Industry Co., Ltd. is a private joint-stock enterprise. There is an abundant coal resource under the plant of the company, which has placed it at the centre of adversity. After Henan Provincial Government prevented the surrounding coal mines from illegally mining, a group of individuals plotted to take possession of the Mifeng company and usurp the power of the director. They yearned to take leadership and then realise their “ulterior motives”. On Sept. 2, 2008, Huang Liuyi, one of stockholders, convened a provisional general meeting, in which Yu Changfu (who is not a stockholder) was elected as director of the company. At around 5 am. on Sept. 6th, Yu Changfu led a group of people into the company to seize power of the company. This group attacked several employees. They were detained by public security organisations as a result of their actions. The “9.6” incident has perplexed company directors and is a heavy load to bear. In face of 2009, they are looking forward to develop with the support of justice.
Innocent Workers Asking for Wages in the Street
On Jan. 29 (Dec. 24 in Chinese lunar calendar), Chinese traditional secondary new year when people were busy with the preparation for the new year, Liu Hongchang, Sun Zuguo, Zhou Fulin, Zhang Ying, etc., the workers of Zhengzhou MifengPaper-making Co., Ltd. in Henan, were standing in bleak winds in front of the door of Shuanghui chain store on West Street in Xinmi City, to ask for their wages of Sept., 2008.

As a notable brand chain store, the first-rank enterprise image of Shuanghui has sunk deep into the hearts of the people, how can it default on workers’ wages? The employees at the site told the reporter that they did not ask for the wages from the Shuanghui chain store, but from Huang Liuyi, the principal of the store, who promised in public to provide them with wages in Sept. last year.
On Sept. 6 last year, Huang Liuyi, Yu Changfu, etc. put up a public notice in MifengPaper-making Co., Ltd., saying that the whole staff could take a holiday for one month and that they would be paid RMB 600 Yuan. They would return to the plant upon notification. They had one-month’s rest in line with the public notice but still have not received the wages promised by Huang Liuyi.
In the office of the chain store, Huang Liuyi was interviewed by the reporter. He said, “it is necessary to declare that Shuanghui never has and will not default on workers’ wages. These persons are deliberately provocative.” In accordance with Huang’s explanation, the individuals asking for wages are the staff of MifengPaper-making Co., Ltd. which was Xinmi Cigarette Paper Factory formerly, and reorganised as a private enterprise in 1997. Before 2000, Huang served as the Party Secretary of the company, who is one of the major shareholders now. Due to dissatisfaction of the operation and management in the company, he contacted 21 shareholders and convened a provisional general meeting in Sept. last year, in which a new board of directors was established and Yu Changfu was elected as the director. On Sept. 6, the board of directors was determined to provide a one-month holiday for the whole staff, and each staff could get RMB 600 Yuan during this period. However, Xu Keji, the former director, refused to co-operate, and fighting was brought about in the handover of power. As a result, the members of the new board of directors were injured, and Yu Changfu, the new elected director, was detained by public security organisations with respect to gathering to disturb the order of the organisation.It was thus impossible to make good on the promise regarding wages over the holiday period.

How could the fighting occur during the handover? Why did the new board of directors provide a one-month holiday for the whole staff and stop the ongoing production prior to taking over the company completely? When the reporter prepared to interview Huang Liuyi with these questions in mind, the unexpected incident happened: Yu Changfu, Lu Junjian, etc. rushed into the office. After verifying the identity of the reporter, Yu Changfu took the reporter’s certification papers and interrupted the interview. After being persuaded by Huang Liuyi, Yu Changfu shook hands with the reporter and made an apology. Yu was extremely angry and full of hatred when thinking about the fighting during the handover. Elected as the director, Yu Changfu could not take up the position, and instead was fined and detained by public security organisations.
In line with the explanation of Yu Changfu, etc., after the election of new board of directors,the power of administration was not handed over due to Xu Keji’s non-cooperation . At around 5 am. on Sept. 6th last year, through negotiation of Yu Changfu, Yang Guozhen, Lu Junjian, etc., they drove from Xinmi City to Mifeng Paper Industry Co., Ltd. to reclaim the power of administration of the company. They were also accompanied by a group of people. At the company, the gatekeeper on duty was unwilling to open the gate and let them in. Under such circumstance, they had to climb over the walls and entered by force. After we climbed over the gate, the dare-to-die corps of Mifeng company attacked us with sticks, high-pressure water guns, dry powder fire extinguishers, etc., During this conflict, several people were injured. In end, we left the company because of anisations’ intervention.
With respect to this incident on the early morning of Sept. 6th, there was another interpretation from the staff of MifengPaper-Making Co., Ltd. In line with the explanation of workers, at around 5:20 am that day, Yu Changfu, Yang Guozhen and Lu Junjian led approximately 50 people, (10 of whom remain unidentified), with red bands on their arms and steel tubes, iron rods and daggers in their hands, to the front of the gate of MifengPaper-making Co., Ltd. with the intention of attacking the employees inside. They shouted loudly and requested that the gatekeeper on duty open the gate at once. After he refused, they were divided into three groups, one climbing over the gate, one picking the lock and another encouraging others in their activities. In order to prevent them from forcing their way into the company, the guards brought fire extinguishers and switched on the firefighting lance to defend the gate. Entering into the plant area, with daggers in their hands, Yu Changfu and others rushed towards the workers; meanwhile, the gate lock had been pried open, and Chen Jiwei, etc. entered the yard. Xu Jinshuan, the director of security dept. of the company, was violently attacked by five individuals commanded by Yu Changfu. After almost one-hour’s conflict, there was one worker with minor wounds and five workers with slight injuries.
Verification for Real Legal Person after Twists and Turns
In the first third of Sept., 2008, before revocation on the former board of directors of MifengPaper-making Co., Ltd., the new board launched formally in Xinghua hostel at Minkang Road in Xinmi City. As a private joint-stock enterprise, there were two boards of directors acting simultaneously. In this situation, who is the legal corporate representative? With this question in mind, the reporter interviewed relevant departments and persons. While being interviewed, Huang Liuyi said, “on Sept. 2 last year, the board of directors recently elected is legal, and the director of MifengPaper-making Co., Ltd. is Yu Changfu. The current operation of the company is managed by the former board of directors for Xu Keji is unwilling to hand over the power, but the new one still exists.
Xu Keji said in the interview, “an enterprise is not a mountain who have armed forces who can occupy it”. If they are legal, why did they handle relevant procedures in accordance with laws but led so many people to attack the company at around 5:20 am Providing workers with holiday for no apparent reason and halting production is destroying the enterprise. The ‘Sep.6th’ incident last year resulted in over RMB 6 million Yuan loss for the company.”
In order to verify the registered corporate representative of MifengPaper-making Co., Ltd., the reporter visited Xinmi State-owned Asset Management Company which is the responsible dept. of the company, and called on the principal director, Chen, to solve the question. His answer was surprising. When the reporter asked whether the production of MifengPaper-makingCo., Ltd. was normal, he answered “I have no idea”; when the reporter asked who the current registered corporate representative of the company was answered “I have no idea”; at last, the reporter asked, “if you are unaware of the incidents within the scope of your responsibility, what do you actually do in your position?” Director Chen answered, “(Xinmi) municipal committee and government told us early on that we shall not talk incessantly in interviews on relevant issues of MifengPaper-making Industry Co., Ltd. You’d better pay a visit to the Propaganda Deptartment of XinMi Chinese Comminst Party Comittee.
In the office of Propaganda Deptartment., after understanding the reporter’s purpose in coming, the section chief Wang of Press Section called up the office of State-owned Asset Management Company, and allowed them to introduce the actual situation for the reporter and asked director Chen to wait for a while in the office. However, about five minutes later, when the reporter came to the office of State-owned Asset Management Company, other staff told him that director Chen had left. The reporter came to realise that director Chen took the city leaders giving prior notice just as an excuse; as a matter of fact, he was full of contradictions for not only did not want to lie but he also worried about offending others if he told the truth. Thus he had to escape in face of unavoidable circumstance.
With respect to the two questions that director Chen of State-owned Asset Management Company avoided answering, the reporter came across the answers in Xinmi Industrial and Commercial Bureau. Wei Dewen, the deputy director general of the Bureau told the reporter that the current registered corporate representative of MifengPaper-making Co., Ltd. was Xu Keji. It is now clear which board of directors is legal and which one is not.

Concocting Board of Directors for other Intentions
An all-right enterprise, why was there such conflict? Why did Huang Liuyi, Yu Changfu, etc. try various devices to establish a new board of directors? The following interviews enabled the reporter to discover that the current situation of MifengPaper-making Co., Ltd. was not formed in a day. Moreover, Huang Liuyi, Yu Changfu, etc. had ulterior motives.
Located beside Western City Xiazhuang River in Xinmi City and established in 1983, the predecessor of MifengPaper-making Co., Ltd. was Cigarette Paper Factory, a professional factory which produced cigarette paper for state tobacco general company. The company has always been the first profit and tax provider for Xinmi City, whose economic benefit ranks the 26th among 100 best enterprises on paper. paper product manufacture nationwide and the 28th among 100 enterprises with optimum economic benefit in Henan Prov. In 1998, after Xu Keji (the present director) took power, he reorganised the company and renamed it as Zhengzhou MifengPaper-making Co., Ltd.
There are two coal mines named Xinmi Xinxing Coal Industry Co., Ltd. (Xinxing Coal Mine) and Xinmi Zhaigou Coal Mine in the vicinity of Mifeng Paper Industry Co., Ltd.In 2005, through insiders of MifengPaper-making Industry Co., Ltd., Xinxing Coal Mine invited Group one of Henan Coalfield Geology Bureau and Shaanxi Coalfield Geology Bureau Geophysical Prospecting Entity to enter the company yard for exploration and as a result, discovers that there is a large coal resource underground, reaching up to 7,790,000t. Its estimated value is over4 billion.Relevant stockholders of MifengPaper-making Co., Ltd. told the reporter that, in order to seize these interests, XX Coal Industry Co., Ltd. employed “relations” to submit Technical Reform Scheme of Xinxing Coal Industry Co., Ltd. in Zhengzhou City to relevant departments in May 2006.In the drawing up of the mining area, Xinxing Coal Industry Co., Ltd. included half of area of MifengPaper-making Co., Ltd. without notifying them. This was very selfish.
On May 30 2006, before being informed of all the facts, relevant departments of Henan Prov. entrusted Coal Bureau of Zhengzhou City to approve the scheme by ZMJS (2006) No. 12 Document. Since that time, the two enterprises have been in conflict. Dahe Daily on Nov. 20, 2008, reported that, on Nov.14, vice governor Shi Jichun (responsible for coal of Henan Prov.) investigated Xinmi City, issuing three coal mines to cease all production with immediate effect. . The two small coal mines in the vicinity of Mifeng Paper Industry Co., Ltd., Xinmi Jinchang-Coal-Industry Co., Ltd. and Xinmi Zhaigou Coal Mine were on the list. This only came about once an investigation had taken place. This illustrates that the coal mines near from MifengPaper-making Co., Ltd. had wielded great influence.
In line with the introduction of the principal of MifengPaper-making Co., Ltd., XX Coal Industry Co., Ltd. took advantage of Huang Liuyi, one of stockholders of MifengPaper-making Co., Ltd., and other intermediators, negotiating to sell the company to the coal mine. Huang advised to sell Mifeng Paper Industry Co., Ltd. with a hundred million assets to XX coal mine for RMB 35 million Yuan, which was refused by board of directors of the company. After the coal mine plan party failed, they became very embarrassed, and threatened to pursue and eventually murder the director of Mifeng Paper Industry Co., Ltd. and offered RMB10 million Yuan. Huang Liuyi also took the matter to heart, surreptitiously inciting Lu Junjian, Zhai Guoqian, Fan Xifa, etc. to make trouble for Mifeng Paper Industry Co., Ltd. Xu Keji said,Huang Liuyi, etc. schemed to destroy the company and its production, creating an illegal board of directors by vote. Yu Changfu, who is not a shareholder, has been elected as the director unexpectedly, which makes a joke of the interests of all shareholders and Company Law. Handling Results Bringing about Disputes; The lawless acts of these individuals brought about heavy loss for the development of MifengPaper-making Co., Ltd. After the occurrence of the Sep.6th incident last year, the company was forced to stop production for one month, causing RMB 6 million Yuan economic loss. However, such a grave incident only resulted in the detention of Yu Changfu and Lu Junjian, which was unsatisfying for company staff. Workers were alleged that they were too powerful and no one could punish them.
On Sept.6 2008, Yu Changfu, Lu Junjian, etc. rushed into MifengPaper-making Industry Co., Ltd. to attack employees. These actions led to five individuals suffering slight injury, one person suffering a minor wound,RMB 6 million Yuan economic loss for the company, and ceased production. The locals have much to say about the handling of the case. When the relevant government departments were informed of the situation, the principal of MifengPaper-making Co., Ltd. said that, before 9.6 incident, Huang Liuyi etc. spoke in public of their intention to use force.
On Sept. 5, MifengPaper-making Co., Ltd. submitted an urgent report on Huang, etc. detailing the Sep.6th attack to such departments as Xinmi Township Police Station, State-owned Asset Management Company, etc. However, they did not take it seriously. Despite the violence of the incident, the Xinmi Township Police Station did not handle it for over two months. Wanting justice, the injured workers appealed to the higher authorities on many occasions. After on-site inspection and a letter from Supreme People’s Procuratorate, on Nov. 8, Public Security Bureau of Xinmi City took the decision to fine and detain Yu Changfu and Lu Junjian etc for gathering to disturb the order of the organization
However, the employees of Mifeng Paper Industry Co., Ltd. were unsatisfied with the result, claiming that Yu Changfu, etc. bribed the relevant personnel in charge of the case. Huang Liuyi and Yu Changfu also refused to accept the result, maintaining that Xu Keji intentionally asked the higher leaders to pressure and bribe the local police so that the Public Security Bureau of Xinmi City had to punish them. In the interview, relevant leaders said, “Detaining Yu and Lu is absolutely right. Why were they not investigated regarding their criminal responsibility? MifengPaper-making Co., Ltd. may put forward the question. Because two main suspects have not appeared and much remains unverified, it is impossible to determine the nature of the case.
“The local police station is always purposefully protecting them. In fact, detaining Yu Changfu is just perfunctory to the higher leaders”, said company staff. In line with these views, the company was willing to spend money requesting the Public Security Bureau to offer a reward for a capture of other suspects. Although they promised to do this, no action was taken. In addition, Ma Quanxi, the former salesperson of the company, has embezzled public funds of over RMB 800,000 Yuan. The procuratorate traced him via the internet and captured him. They then handed the case to public security organisations. Nevertheless, at present, Ma Quanxi is brazenly supporting Huang Liuyi, Yu Changfu, etc. and is opposing the company. The local police station turned their back on the situation after staff reported the case. The reporter verified this in Anti-Corruption Bureau of Xinmi City; several years ago, Ma Quanxi was a suspect in a severe economic issue but managed to abscond to avoid punishment when the procuratorial organ placed the case in file. At last, for he is not a government official, the case was included in illegal embezzlement and was handed over to public security organisations.
Expecting Wholehearted Development without Interference.
The year 2008 was unlucky for MifengPaper-making Co., Ltd. The company experienced ice disaster, surrounding coal mines encroaching on its territory, the Sep.6th bloodshed incident etc. The vitality of the company was nearly lost, but the staff were still united in their struggle, achieving over 20 million of the output. Looking forward to 2009, the whole company is full of confidence and expectation.
In accordance with the introduction of the leaders at the decision-making level, the most serious problem the company faces at present is the surrounding environment and its stability. Although several coal mines in the vicinity have temporarily ceased production and the risk of them digging underneath the plant has been eliminated, individuals still take action here and there, intending to mine again after the incident has calmed down. This is due to the enormous profits of the coal mining industry. Xu Keji, the director of the company, said in the interview, “the higher leaders pay great attention to the issue, but the coal mines in the vicinity act as they wish or please under an umbrella of protection. Subsequently, the surrounding coal mines resorted to fraud to incite the major shareholder, Xinmi Zhaigou Coal Mine, to stay back more than 100 metres and to establish a new mineshaft. The mines carried on with their illegal activities underneath the MifengPaper-making Co., Ltd.
Zhang, an employee of MifengPaper-making Co., Ltd., wrote in the material submitted to relevant departments: In order to drive out MifengPaper-making Co., Ltd., Huang Liuyi organised Lu Junjian, Fan Xifa, etc to visit Xinmi,Zhengzhou Henan Province. and Beijing all the year round to make complaints against the company and defame its leaders. Fan Xifa was held in custody for violating Regulations of Trust Appeal. In 2006, Huang encouraged Chen Zhanguo who has been in prison to make continuous complaints about the company and the leaders. He forced Lu Junjian etc. to in pretending to be company employees and spread rumours in relevant government departments, saying that the company is going to shut down and that its leaders have violated constitutional laws. They also encouraged the cadres and other employees to acknowledge the situation and join in the riots. Liu Hongchang, said that if we fail to stop complaints made by those who detest work, the society will be in chaos. For personal interest, there’s nothing that Huang Liuyi won’t do. To achieve his aims, he tried to force the closure of the company through defamation of its leaders.
During reporter’s interview, Huang Liuyi had an inflexible attitude towards the problem of illegal mining. Huang Liuy said “The government pays much attention to this and prohibits them from mining. They cannot harm the interests of all the shareholders of MifengPaper-making Industry Co., Ltd. simply for their economic benefit.“Huang Liuyi told the reporter that there is coal underneath MifengPaper-making Industry Co., Ltd. Many people attempt to acquire the coal from the reserves. As a long-employed secretary and a major shareholder of the company, he is determined to protect the rights and interests of the company and the major shareholders. He will never let them go ahead and mine in that area.
After easing the concerns of illegal mining, the employees of MifengPaper-making Co., Ltd. have another concern; will another violent incident, similar to what occurred on Sept. 6, take place ? Yu Changfu and Lu Junjian have rushed into the company, smashed the equipment and injured the workers. The murderers havent been punished by law yet. The one who is responsible for these events is still at large. This situation will undoubtedly help to promote evil deeds. Therefore, all company employees are eagerly expecting public security organisations to increase their efforts to prevent this action, and abide by requirements of the ministry of public security to ascertain what really happened.
Personnel in charge of this newspaper will continue to follow the situation of illegal mining surrounding MifengPaper-making Co., Ltd. They will also look at the "Sep 6th" bloodshed incident, damage to production of the company,and the investigation into the embezzlement case of Ma etc.
How could the fighting occur during the handover? Why did the new board of directors provide a one-month holiday for the whole staff and stop the ongoing production prior to taking over the company completely? When the reporter prepared to interview Huang Liuyi with these questions in mind, the unexpected incident happened: Yu Changfu, Lu Junjian, etc. rushed into the office. After verifying the identity of the reporter, Yu Changfu took the reporter’s certification papers and interrupted the interview. After being persuaded by Huang Liuyi, Yu Changfu shook hands with the reporter and made an apology. Yu was extremely angry and full of hatred when thinking about the fighting during the handover. Elected as the director, Yu Changfu could not take up the position, and instead was fined and detained by public security organisations.
In line with the explanation of Yu Changfu, etc., after the election of new board of directors,the power of administration was not handed over due to Xu Keji’s non-cooperation . At around 5 am. on Sept. 6th last year, through negotiation of Yu Changfu, Yang Guozhen, Lu Junjian, etc., they drove from Xinmi City to Mifeng Paper Industry Co., Ltd. to reclaim the power of administration of the company. They were also accompanied by a group of people. At the company, the gatekeeper on duty was unwilling to open the gate and let them in. Under such circumstance, they had to climb over the walls and entered by force. After we climbed over the gate, the dare-to-die corps of Mifeng company attacked us with sticks, high-pressure water guns, dry powder fire extinguishers, etc., During this conflict, several people were injured. In end, we left the company because of anisations’ intervention.
With respect to this incident on the early morning of Sept. 6th, there was another interpretation from the staff of MifengPaper-Making Co., Ltd. In line with the explanation of workers, at around 5:20 am that day, Yu Changfu, Yang Guozhen and Lu Junjian led approximately 50 people, (10 of whom remain unidentified), with red bands on their arms and steel tubes, iron rods and daggers in their hands, to the front of the gate of MifengPaper-making Co., Ltd. with the intention of attacking the employees inside. They shouted loudly and requested that the gatekeeper on duty open the gate at once. After he refused, they were divided into three groups, one climbing over the gate, one picking the lock and another encouraging others in their activities. In order to prevent them from forcing their way into the company, the guards brought fire extinguishers and switched on the firefighting lance to defend the gate. Entering into the plant area, with daggers in their hands, Yu Changfu and others rushed towards the workers; meanwhile, the gate lock had been pried open, and Chen Jiwei, etc. entered the yard. Xu Jinshuan, the director of security dept. of the company, was violently attacked by five individuals commanded by Yu Changfu. After almost one-hour’s conflict, there was one worker with minor wounds and five workers with slight injuries.
Verification for Real Legal Person after Twists and Turns
In the first third of Sept., 2008, before revocation on the former board of directors of MifengPaper-making Co., Ltd., the new board launched formally in Xinghua hostel at Minkang Road in Xinmi City. As a private joint-stock enterprise, there were two boards of directors acting simultaneously. In this situation, who is the legal corporate representative? With this question in mind, the reporter interviewed relevant departments and persons. While being interviewed, Huang Liuyi said, “on Sept. 2 last year, the board of directors recently elected is legal, and the director of MifengPaper-making Co., Ltd. is Yu Changfu. The current operation of the company is managed by the former board of directors for Xu Keji is unwilling to hand over the power, but the new one still exists.
Xu Keji said in the interview, “an enterprise is not a mountain who have armed forces who can occupy it”. If they are legal, why did they handle relevant procedures in accordance with laws but led so many people to attack the company at around 5:20 am Providing workers with holiday for no apparent reason and halting production is destroying the enterprise. The ‘Sep.6th’ incident last year resulted in over RMB 6 million Yuan loss for the company.”
In order to verify the registered corporate representative of MifengPaper-making Co., Ltd., the reporter visited Xinmi State-owned Asset Management Company which is the responsible dept. of the company, and called on the principal director, Chen, to solve the question. His answer was surprising. When the reporter asked whether the production of MifengPaper-makingCo., Ltd. was normal, he answered “I have no idea”; when the reporter asked who the current registered corporate representative of the company was answered “I have no idea”; at last, the reporter asked, “if you are unaware of the incidents within the scope of your responsibility, what do you actually do in your position?” Director Chen answered, “(Xinmi) municipal committee and government told us early on that we shall not talk incessantly in interviews on relevant issues of MifengPaper-making Industry Co., Ltd. You’d better pay a visit to the Propaganda Deptartment of XinMi Chinese Comminst Party Comittee.
In the office of Propaganda Deptartment., after understanding the reporter’s purpose in coming, the section chief Wang of Press Section called up the office of State-owned Asset Management Company, and allowed them to introduce the actual situation for the reporter and asked director Chen to wait for a while in the office. However, about five minutes later, when the reporter came to the office of State-owned Asset Management Company, other staff told him that director Chen had left. The reporter came to realise that director Chen took the city leaders giving prior notice just as an excuse; as a matter of fact, he was full of contradictions for not only did not want to lie but he also worried about offending others if he told the truth. Thus he had to escape in face of unavoidable circumstance.
With respect to the two questions that director Chen of State-owned Asset Management Company avoided answering, the reporter came across the answers in Xinmi Industrial and Commercial Bureau. Wei Dewen, the deputy director general of the Bureau told the reporter that the current registered corporate representative of MifengPaper-making Co., Ltd. was Xu Keji. It is now clear which board of directors is legal and which one is not.
Concocting Board of Directors for other Intentions
An all-right enterprise, why was there such conflict? Why did Huang Liuyi, Yu Changfu, etc. try various devices to establish a new board of directors? The following interviews enabled the reporter to discover that the current situation of MifengPaper-making Co., Ltd. was not formed in a day. Moreover, Huang Liuyi, Yu Changfu, etc. had ulterior motives.
Located beside Western City Xiazhuang River in Xinmi City and established in 1983, the predecessor of MifengPaper-making Co., Ltd. was Cigarette Paper Factory, a professional factory which produced cigarette paper for state tobacco general company. The company has always been the first profit and tax provider for Xinmi City, whose economic benefit ranks the 26th among 100 best enterprises on paper. paper product manufacture nationwide and the 28th among 100 enterprises with optimum economic benefit in Henan Prov. In 1998, after Xu Keji (the present director) took power, he reorganised the company and renamed it as Zhengzhou MifengPaper-making Co., Ltd.
There are two coal mines named Xinmi Xinxing Coal Industry Co., Ltd. (Xinxing Coal Mine) and Xinmi Zhaigou Coal Mine in the vicinity of Mifeng Paper Industry Co., Ltd.In 2005, through insiders of MifengPaper-making Industry Co., Ltd., Xinxing Coal Mine invited Group one of Henan Coalfield Geology Bureau and Shaanxi Coalfield Geology Bureau Geophysical Prospecting Entity to enter the company yard for exploration and as a result, discovers that there is a large coal resource underground, reaching up to 7,790,000t. Its estimated value is over4 billion.Relevant stockholders of MifengPaper-making Co., Ltd. told the reporter that, in order to seize these interests, XX Coal Industry Co., Ltd. employed “relations” to submit Technical Reform Scheme of Xinxing Coal Industry Co., Ltd. in Zhengzhou City to relevant departments in May 2006.In the drawing up of the mining area, Xinxing Coal Industry Co., Ltd. included half of area of MifengPaper-making Co., Ltd. without notifying them. This was very selfish.
On May 30 2006, before being informed of all the facts, relevant departments of Henan Prov. entrusted Coal Bureau of Zhengzhou City to approve the scheme by ZMJS (2006) No. 12 Document. Since that time, the two enterprises have been in conflict. Dahe Daily on Nov. 20, 2008, reported that, on Nov.14, vice governor Shi Jichun (responsible for coal of Henan Prov.) investigated Xinmi City, issuing three coal mines to cease all production with immediate effect. . The two small coal mines in the vicinity of Mifeng Paper Industry Co., Ltd., Xinmi Jinchang-Coal-Industry Co., Ltd. and Xinmi Zhaigou Coal Mine were on the list. This only came about once an investigation had taken place. This illustrates that the coal mines near from MifengPaper-making Co., Ltd. had wielded great influence.
In line with the introduction of the principal of MifengPaper-making Co., Ltd., XX Coal Industry Co., Ltd. took advantage of Huang Liuyi, one of stockholders of MifengPaper-making Co., Ltd., and other intermediators, negotiating to sell the company to the coal mine. Huang advised to sell Mifeng Paper Industry Co., Ltd. with a hundred million assets to XX coal mine for RMB 35 million Yuan, which was refused by board of directors of the company. After the coal mine plan party failed, they became very embarrassed, and threatened to pursue and eventually murder the director of Mifeng Paper Industry Co., Ltd. and offered RMB10 million Yuan. Huang Liuyi also took the matter to heart, surreptitiously inciting Lu Junjian, Zhai Guoqian, Fan Xifa, etc. to make trouble for Mifeng Paper Industry Co., Ltd. Xu Keji said,Huang Liuyi, etc. schemed to destroy the company and its production, creating an illegal board of directors by vote. Yu Changfu, who is not a shareholder, has been elected as the director unexpectedly, which makes a joke of the interests of all shareholders and Company Law. Handling Results Bringing about Disputes; The lawless acts of these individuals brought about heavy loss for the development of MifengPaper-making Co., Ltd. After the occurrence of the Sep.6th incident last year, the company was forced to stop production for one month, causing RMB 6 million Yuan economic loss. However, such a grave incident only resulted in the detention of Yu Changfu and Lu Junjian, which was unsatisfying for company staff. Workers were alleged that they were too powerful and no one could punish them.
On Sept.6 2008, Yu Changfu, Lu Junjian, etc. rushed into MifengPaper-making Industry Co., Ltd. to attack employees. These actions led to five individuals suffering slight injury, one person suffering a minor wound,RMB 6 million Yuan economic loss for the company, and ceased production. The locals have much to say about the handling of the case. When the relevant government departments were informed of the situation, the principal of MifengPaper-making Co., Ltd. said that, before 9.6 incident, Huang Liuyi etc. spoke in public of their intention to use force.
On Sept. 5, MifengPaper-making Co., Ltd. submitted an urgent report on Huang, etc. detailing the Sep.6th attack to such departments as Xinmi Township Police Station, State-owned Asset Management Company, etc. However, they did not take it seriously. Despite the violence of the incident, the Xinmi Township Police Station did not handle it for over two months. Wanting justice, the injured workers appealed to the higher authorities on many occasions. After on-site inspection and a letter from Supreme People’s Procuratorate, on Nov. 8, Public Security Bureau of Xinmi City took the decision to fine and detain Yu Changfu and Lu Junjian etc for gathering to disturb the order of the organization
However, the employees of Mifeng Paper Industry Co., Ltd. were unsatisfied with the result, claiming that Yu Changfu, etc. bribed the relevant personnel in charge of the case. Huang Liuyi and Yu Changfu also refused to accept the result, maintaining that Xu Keji intentionally asked the higher leaders to pressure and bribe the local police so that the Public Security Bureau of Xinmi City had to punish them. In the interview, relevant leaders said, “Detaining Yu and Lu is absolutely right. Why were they not investigated regarding their criminal responsibility? MifengPaper-making Co., Ltd. may put forward the question. Because two main suspects have not appeared and much remains unverified, it is impossible to determine the nature of the case.
“The local police station is always purposefully protecting them. In fact, detaining Yu Changfu is just perfunctory to the higher leaders”, said company staff. In line with these views, the company was willing to spend money requesting the Public Security Bureau to offer a reward for a capture of other suspects. Although they promised to do this, no action was taken. In addition, Ma Quanxi, the former salesperson of the company, has embezzled public funds of over RMB 800,000 Yuan. The procuratorate traced him via the internet and captured him. They then handed the case to public security organisations. Nevertheless, at present, Ma Quanxi is brazenly supporting Huang Liuyi, Yu Changfu, etc. and is opposing the company. The local police station turned their back on the situation after staff reported the case. The reporter verified this in Anti-Corruption Bureau of Xinmi City; several years ago, Ma Quanxi was a suspect in a severe economic issue but managed to abscond to avoid punishment when the procuratorial organ placed the case in file. At last, for he is not a government official, the case was included in illegal embezzlement and was handed over to public security organisations.
Expecting Wholehearted Development without Interference.
The year 2008 was unlucky for MifengPaper-making Co., Ltd. The company experienced ice disaster, surrounding coal mines encroaching on its territory, the Sep.6th bloodshed incident etc. The vitality of the company was nearly lost, but the staff were still united in their struggle, achieving over 20 million of the output. Looking forward to 2009, the whole company is full of confidence and expectation.

Tracking Interview: Aftershock remains in coal mining.
The other day, the reporter visited Xinmi City and conducted an interview about the investigation resulting from the 9.6 bloodshed incident in Mifeng Paper Industry Co., Ltd., the illegal coal mining in the surrounding areas and other concerns of the company. Upon approaching the Xiazhuang River in Xinmi City, the sights on both sides of the road gave people the impression that they were entering an earthquake-stricken area. The collapsed houses, disordered precast slabs, tumbling cottages, and sinking pavements presented a sight not comparable with the vigour and vitality seen along the way. There were blocks of boards stating “Sinkholes Area”, 100 metres away from southern side of the office on West Street. The sight of the fragmented village was informing people of the situation. According to descriptions by local people, illegal mining in the region of Xiazhuang River village and Zhaigou village has caused severe water loss and soil erosion. As such, the surrounding villages have been subjected to foundation subsidence, wall malposition and cracking, and the deformation of doors and windows. As a result, these houses were likely to collapse. Large stretches of land, houses and the pavement near to Zhaigou village, Xiazhuang River village were clearly damaged and essential farmland also seemed beyond repair. Some distance along the provincial highway has subsided and the subgrade has been seriously destructed. Vehicles travelling the delicate road run the risk of sinking into the ground at any time. This situation has forced all the neighbouring residents to move out.
With the surrounding villages moving out one by one, Mifeng Paper Industry Co., Ltd. has been left alone in Xiazhuang River, like a solitary island, which was extremely eye-catching. In the yard of the company, the sight of cracking walls, sunken foundations, and several houses supported by tree branches, forced people to worry about the potential dangers to those workers. Some said that every day when they are walking in the company, they can feel the ground beneath their feet is unstable and they all fear falling.
In the family member area of the company, several residents took the reporter to the front of No. 1 family member building, where several days ago a bottomless “black hole” was been found. According to their accounts, at about four o’clock on Match 4th this year, when there was a motorcycle passing by, the pavement suddenly sank, and made the front wheel of the vehicle slip forward causing the driver to be thrown to the ground. When the driver got to his feet, he saw that there was a bottomless black hole below the front wheel. Subsequently, the company hurried to reinforce the road and worked through the night. They hung up a warning sign and also installed night lighting equipment.
Several days later, worker representatives living in the dangerous house informed the State Administration of Quality and Technical Supervision of these circumstances and the situation of continuous widening and deepening of the workers’ dormitory building. This aroused great attention; relevant leaders from the State Administration of Quality and Technical Supervision made important instructions of “Coordinating Relocation, Eliminating Potential Danger” on Mar. 24. The “black hole” and the continuous widening and deepening of the workers’ dormitory building also worried the coal mine party . According to the local villagers, the coal mines have recently invited Henan Rescue and Relief Work Centre to prevent an accident from occurring by grouting into the ground to act as temporary reinforcement. They did this under the guise of water eye shutoff. The authoritative experts told the reporter that such temporary grouting can only work for short period, and is utterly inadequate if compared to the geologic hazard in the large neighbouring area of Mifeng Paper Industry Co., Ltd. This is burying the problem instead of resolving it and will cause difficulties for future administration.

Since May 2006, there has been a catalogue of problems occurring on the precise production line of the Mifeng Paper Industry Co., Ltd.Due to the illegal coal mining, the workshop of TianDa Third Paper Mill, Xinmi city, invested by Mifeng Paper Industry Co., Ltd. has been damaged and the papermaking machine foundation has tilted. Three production lines were brought to a standstill leading to over 7 million direct economic loss. Moreover, apart from the severe hidden problem caused by the ground subsidence in workers’ canteens, the new production workshops have also been affected. Clear signs of subsidence and cracks in the walls have been found in the corner of the workshop and near to production lines.
Negative Effect: Company is severely affected and workers are living in difficulty.
In addition to the effect of the illegal mining on the production of the company and its life, the impact of the 9.6”bloodshed incident last year has had enduring consequences. Nearly half a year has passed in the blink of an eye, but those workers who were pursuing Huang Liuyi for payment at the beginning of the year, still haven’t received their promised payment from him. At the same time, the company couldn’t recover its normal production due to the negative effect of the incident. It has had to arrange for employees to work alternate shifts to reduce pressure brought about by unemployment.

On Sept. 6 last year, Huang Liuyi, Yu Changfu and others posted an announcement in Mifeng Paper Industry Co.,Ltd.: All employees take a month’s leave, during which you will be paid RMB 600 Yuan. After the violent attacks, Mifeng Paper Industry Co., Ltd. was in complete disarray. As the management system of the company has collapsed, it is difficult to discern the sincerity of the announcement. However, workers followed the announcement and did not come to work for a month. But they didn’t receive any money from Huang Liuyi. To rectify the situation, they have appealed to the relevant authorities and pursued Huang Liuyi to no avail. Under such circumstances, they decided to go to Shuanghui Group to urge their leaders to put pressure on Huang Liuyi and force him to return payments in arrears to the workers. They were appealing to his moral character.
A worker, Li Zhanlong, told the reporter that he lost his post for having daith in Huang’s words. Now he cannot get his money back and his family is living in difficulty. Master Li has two children both of whom are studying and a 70-year-old mother who is in bad health. He and his wife were both staying at home with no income, and the economic situation was extremely difficult for them. Before the Spring Festival, his family received no extra money to prepare special purchases and, as a result, the festival was simple and plain. He has been treated with disdain, suffered scolding, and been threatened when pursuing Huang Liuyi. Despite his efforts, no money has been recovered.
Another worker, whose situation was very similar to Master Li’s, was even poorer. His name is Wang Wei. He has an 80-year-old mother who has suffered from illness for many years. After her son told her of his plight, she started withholding information about her aches and pains and trying to cope by herself. Before the Spring Festival this year, Wang Wei wanted to buy his wife and mother some new clothes, but there was really no extra money to spare so the wish went unfulfilled. Wang Wei said sometimes he really wanted to eat meat, but just didn’t have money to buy it because it was expensive. Such a situation exists among many workers and their families. As the company has shut its production, these individuals have no workplace within which to utilise their strength and expertise. In order to raise their family, they have to find other work at the same time as trying to get their money back.

On Mar. 25, leaders from Public Security Ministry of Henan went to Public Security Bureau, Xinmi City, again, having examined and read the records of the bloodshed incident. After Yu Changfu etc. broke in, they wielded daggers and rushed towards the defending workers, attacking them for a period of time, finally causing one security guard minor injuries and wounding five others.
More than one hour’s continuous attack forced Mifeng Paper Industry Co., Ltd. to stop production for over a month. This resulted in a loss of over RMB 6 million Yuan . Furthermore, nature determination and relevant handlings of the incident have also caused considerable trouble to the local public security organisation. The handling of the incident by Xinmi Township Police Station was delayed by 2 months and prompted the family members of the injured to appeal to the higher authorities for help. Afterwards, however, strongly urged by the news media, the Public Security Ministry began to send people to make on-site inspections, and the Supreme People's Procuratorate then sent a letter to oversee the handling of the case. Finally, the Public Security Bureau of Xinmi City punished Yu Changfu and Lu Junjian with a fine and charged and detained them under the charge of gathering a crowd to disrupt the company order on Nov. 8.

According to descriptions by local people, illegal mining in the region of Xiazhuang River village and Zhaigou village has caused severe water loss and soil erosion. As such, the surrounding villages have been subjected to foundation subsidence, wall malposition and cracking, and the deformation of doors and windows. As a result, these houses were likely to collapse. Large stretches of land, houses and the pavement near to Zhaigou village, Xiazhuang River village were clearly damaged and essential farmland also seemed beyond repair. Some distance along the provincial highway has subsided and the subgrade has been seriously destructed. Vehicles travelling the delicate road run the risk of sinking into the ground at any time. This situation has forced all the neighbouring residents to move out.
With the surrounding villages moving out one by one, Mifeng Paper Industry Co., Ltd. has been left alone in Xiazhuang River, like a solitary island, which was extremely eye-catching. In the yard of the company, the sight of cracking walls, sunken foundations, and several houses supported by tree branches, forced people to worry about the potential dangers to those workers. Some said that every day when they are walking in the company, they can feel the ground beneath their feet is unstable and they all fear falling.
In the family member area of the company, several residents took the reporter to the front of No. 1 family member building, where several days ago a bottomless “black hole” was been found. According to their accounts, at about four o’clock on Match 4th this year, when there was a motorcycle passing by, the pavement suddenly sank, and made the front wheel of the vehicle slip forward causing the driver to be thrown to the ground. When the driver got to his feet, he saw that there was a bottomless black hole below the front wheel. Subsequently, the company hurried to reinforce the road and worked through the night. They hung up a warning sign and also installed night lighting equipment.
Several days later, worker representatives living in the dangerous house informed the State Administration of Quality and Technical Supervision of these circumstances and the situation of continuous widening and deepening of the workers’ dormitory building. This aroused great attention; relevant leaders from the State Administration of Quality and Technical Supervision made important instructions of “Coordinating Relocation, Eliminating Potential Danger” on Mar. 24. The “black hole” and the continuous widening and deepening of the workers’ dormitory building also worried the coal mine party . According to the local villagers, the coal mines have recently invited Henan Rescue and Relief Work Centre to prevent an accident from occurring by grouting into the ground to act as temporary reinforcement. They did this under the guise of water eye shutoff. The authoritative experts told the reporter that such temporary grouting can only work for short period, and is utterly inadequate if compared to the geologic hazard in the large neighbouring area of Mifeng Paper Industry Co., Ltd. This is burying the problem instead of resolving it and will cause difficulties for future administration.

3. If I was removed to China, can you continually track me where and how they treat me such as arrest, missing or killed in China etc. I announce here I would not be suicide forever! If you heard I am suicide, it could be killed by corrupted communist officers!
It is my only hope that you as protector of human rights can help me who will be completing PhD. It would stop incidents and people deaths in my hometown. I have had to wait so long for my application of my PhD to be processed and that my original application was lost in our university after I submitted. It remains a complete mystery. I cannot register before 2009. If I registered early than 5th May 2009, it could be delayed that they used police to control my factory after they used gangsters failed. I was assaulted by some gangsters in Coventry last December. The attitude and behaviours of UK policemen are dealing with my case that it likes as performances of Chinese Policemen in my hometown which made me so confusion. I was assaulted by some gangsters in Coventry last December and Nov. The attitude and behaviours of UK policemen are dealing with my case that it likes as performances of Chinese Policemen in my hometown which made me so confusion. I was much surprised that police phoned me on the same day when I received a refused letter of my asylum. She told me they arrested one gangster who assaulted me, and ask me I can close my case now”. I asked her:"who was arrested? What is his name? Why did he assault me? Is there any hidden agenda behind him?" she told me that she will call me back to tell me in detail. Unfortunately, up to now I have not receive call from her.
I have had to wait so long for my application of my PhD to be processed and that my original application was lost in our university after I submitted. It remains a complete mystery. I cannot register before 2009. If I registered early than 5th May 2009, it could be delayed that they used police to control my factory after they used gangsters failed. 96 MFP Bloodshed Incident on 6th Sep 2008, Corrupted Communist Officer Mr. JianSong Ma used Gangsters to Attack the MFP
Zhengzhou Mifeng Paper-Making Co. Ltd. (MFP) was attacked by about 10 gangsters and 40 illegal people suddenly on 5:20am 6th Sep 2008. Those gangsters were hired by the coal mines: XinMi JinXing Co. Ltd. and XinMi XinXing Co. Ltd. The corrupted communist officers such as Mr. Jian Song, Ma (Vice general secretary of XinMi Political-Law Committee of XinMi Chinese Communist Party), HuaiYi liang (Member of standing committee of XinMi Police Bureau, deputy head of XinMi city Police bureau) were undertaking a plan. The gangsters used sticks and lethal weapons as knives, they climbed over the gateway and burst into the MFP to beat thing and people randomly; this vicious bloodshed injured those six security guards as Xu Jinshuan (Manager of security of MFP), Zhang Zhongyu, Li Fusheng, Xu Xiaobo, Wei Zhanying and Wu Jinshan; the incident brought loss to the company’s property 6millon and injured the spirit of our staff greatly; MFP’s production and operation was stopped and its economy was greatly hit. Witness Statement of Sept. 6 Incident
About 5:30 am on Sept. 6th, 2008, I rushed to the gate of the company immediately when I heard a crash of the gate and shouting from loudspeakers. When I arrived at the security department, near the gate, I saw a male stranger who was wearing a salmon pink shirt and holding a stick, and two men lying on the ground. I saw SUN, a[vice] general manager, rushing over to me from the direction of the gate. [I] asked him what had happened, and who was lying on the ground. I remember him telling me that it was Mr. Jinshuan XU, the head of a department. I immediately rushed to the conference room on the second floor. I asked Mr. Hui GAO whether the Chairman

Public letter to President JinTao Hu of P.R.China
Asking for order that local China Communist Party (CCP) action be halted, send an independent team, without any person upon the Team who is from HeNan province and whose hometown is Henan province, to undertake an unbiased investigation into these matters based on the principles of justice.It did not get a response now. It wishes can get a response from President Hu soon.
Now, more than 300 workers are living in hazardous house and accommodation which has been affected by grave subsidence. They may die if no solution is found in time (the conclusion of local government submitted to you was that coal mines operation did not affect the MFP’s operation Ev 20-30, 32-33, This affected the careers of corrupt senior officers and started to uncover their corruptions. It is believed that this is why they used the armed forces and police to control MFP. In his hometown as Xin Mi City, there are a lot of cases happened like as a case of the MFP lost human rights by those corrupt officials. As famous cases recently happened in this city: Tested and verified the lung disease to open the chest (http://www.china.org.cn/china/2010-04/26/content_19911322.htm); A teenage was subsided that he caused by resentful corruption in XinMi city High school (http://www.corpsebar.com/Corpses/Dead_admonish_students_hurt_Chinese_Education__2009_11_2318__1767.html). Local government often use the criminal gangster when they received bribes. Victims have no way to find anyone’s help even so ask for policemen.
For example: Mr. FuQin Zhang’s case, September 20, 2003, Ma Jian-song [vice-Secretary of Xin Mi Political and Law committee (XMPL), whilst he was the owner of XinMi JinMa Pawn-broking Co. Ltd and XinMi JinMa ShiYe Co. Ltd. This breached the Regulations of CPC. His property is worth over 100 million. He uses police officers and bailiffs to confiscate others property who affected his business (Evidence: Majiansong 1-5)] supported the illegal coal mines to arrest a complainant Mr. FuQin Zhang. The reason was Mr. Zhang tried to claim compensation from the coal mines. Mr. Ma made a speech to the villagers of No.4 group of Dong Wa Dian village of ChenGuan town of XinMi city (DWD) “Daytime I am wearing clothes is China Communist Party (CCP) cadres, the clothes off is the gangster." Witness: FuQin, Zhang, a villager of DWD (0086-15515512372). Mr. Zhang has evidences by way of video and documents upon request.
Mr. Ma ordered the police officer to undertake the brutal beating of Mr. Zhang in the jail. Mr. Ma told Mr. Zhang "You are a tiger at home, now you are a mouse in a jail. You are a political victim! “You blocked a way of people getting money. I would like to order at least 5 years sentence to you; I know you will be complain continually; I will let you spend rest of your life to play a game. I tell you what a result would be, even so if you have won the case in the future; the coal mine operation would be finished. You will get 30RMB per day of compensation by the government, not me, not coal mine. We do not pay anything. The CCP would like to play a game with you until your death”. Now, Mr.FuQin has completed his 5 years sentence. He still complains but could not find a way, even though he is complaining to central government in Beijing city continually.
Our Friend too strongly believes that he would be a victim. The local CCP official, Mr. Ma, our Friend believes has undertaken the same action in the case of MFP; He is a key player in the MFP case. He authorised the detention Mr. Kehui Xu and Mr. ZhanJun Li (General Manager of MFP) without justification but only with the intention of preventing MFP defending the case of ‘The great-wall Property-administration Co. Ltd., suits MFP in ZhengZhou Intermediate Court’ legally Questionable action was undertaken to support the coal mines. The Chief Justice Peng Zhang handed down written judgment in the absence of MFP. It is alleged that the coal mine owner, who is Mr. ZhongJian Chen (the general -secretary of Xin Mi industrial association, with XinMi ZhongXin ShiYe Co.Ltd. whose property is worth about 1000 million gave a bribe to Mr. JianSong Ma, (See Attachment 2 about the cases of Mr. Ma who how to abuse his power. He had taken bribes to the Chief Justice Li Xu, Justice JianXun Yan who help him to win the case) and Wei GuoZhao, vice secretary of CCP of Chao Hua town of XinMi city, the owner of ZhengZhou DongFang shiye Co. Ltd. WenChao Wang, general-secretary of CCP of ZhengZhou city; Mr. HongZhan Bai, the Chairman of ZhengZhou people’s congress, former vice Mayor of ZhengZhou City who was in charge of coal mine industry during that time. Mr. HuanChen Liu, former General-secretary of CCP of XinMi city; Mr. XinZhong Zhao, former vice general-secretary of CCP of XinMi city, Mr. HuaiYi Liang, Vice general it is alleged accepted bribes from coal mine bosses.
Furthermore our Friend alleges that they conspired to make in 2008 to illegally attack MFP, on Sept.6, 2008. The events of the 6th September 2008 can be described as follows; criminal gang members rushed into MFP. After they had broken in, they wielded daggers and rushed towards the security guards, randomly attacking employees. Six security guards were injured. The incident caused a loss to MFP of RMB 6m Yuan. MFP informed Mr. JianSong, Ma and Chef of the Local Police of their fears the day before and asked them for help to prevent this from happening.
The MFP case is under the watchful eyes of 10 Chinese deputies of the China National people’s congress (NPC), China Headquarter Of Police, China Supreme People’s Procuratorate.(See Ev19), China Headquarter of inspection of safety operational administration (See Ev36), China unique cigarette academic ZunQuan Zhu (See Ev 32-3), State Bureau for letters and Calls (See Ev 44) and ‘Office of Alliance and Ministers for Oder and Standardisation Land Resource Operation, etc, . National Deputies questioned this case twice on 7th Sep 2008 and March 2009 and had submitted requirements to China NPC and Central Government. The local government had submitted make up data to them (See Ev 1-2).
The result of P.M. Mr.Wen’s response, Mr. Ma has been named as a head of an investigation team by XinMi CCP. Mr.KeJi own brother Mr. KeHui, Xu has also been detained since 6 May 2009 (Voice record upon request). The Police did not even inform any members of his family. Mr. Kehui has a heart disease. He has been beaten in Prison. The Police have refused to pass on medicine to him sent from his wife. It was not until the 7 Dec 2009 that Mr Kehui was released on bail after the Chief justice handed down written judgment, and this was subject to a Mr.KeHui’s wife guaranteeing that he would not to go back to work at the MFP. This is despite the fact he is still vice-president of the MFP, and he must not take any illegal action to complain. In a meeting which was held by Mr. JianSong Ma he also required Mr.KeJi’s older sister to guarantee that she would persuade him to stop complaining to you and any senior members of central government.
Since the investigation was undertaken by the local government only one gang member has been detained to date. Our Friend’s factory is now controlled by officers Mr. Jian Song Ma and Mr. Fuju Yu, vice-secretary of XMPL (Voice record upon request); we assert on behalf of our Friend that they have no legal right to do so according to the Chinese business law.
Obviously there is substantive evidence and much more detail that our Friend can supply and copy documentation pertaining to the issues in question in relation to the MFP are enclosed. This is just a small part of the evidences. Mr. Keji held substantial evidences including video, voice record and daily notes taken during the last three years which are available upon request for independent investigation of central government only.
We seek reassurance from you that you will urgently re-open the MFP case, and order that local CCP action be halted, and to send an independent team, without any person upon the Team who is from HeNan province and whose hometown is Henan province, to undertake an unbiased investigation into these matters based on the principles of justice.
We also seek your reassurance that you will direct Madam, Fu Ying to issue Mr.Keji with a renewed passport and that no action will be taken against him in the world including in China.
We are also instructed to inform you that Mr. Keji will agree to meet the members of independent team appointment for the purposes of discuss specific aspects as hidden agenda of the issues that have been raised. It is most urgent to resolve his factory’s problems and renew his passport. He requests the following questions need to be done clearly assessed by an independent investigation team from China central government:
1. Why did the MFP complain that the coal mines operated illegally since 2006, which affect MFP operation for more than 3 years (See evidence 34, 36-7, 42-45) but MFP main building and staff houses there still appears much subsidence since 4th April 2009, which is contrary to the many previous reports submitted from local government to you and the Chinese Central government? Who must be responsible for collapsed MFP?
2. Why has no legal action been taken against Mr. LiuYi Huang and JiWei Chen, former policeman and current head of sinister gang?
3. Why did China Great-wall asset Management Corporation of ZhengZhou office (CCMC) spend about 20 million and bought irrecoverable credits of MFP from China Huarong asset Management Corporation ZhengZhou office in 2008? Who order the CCMC to do it? What was the hidden agenda of the purpose of this transaction?These matters are of extreme importance to our Friend and we would be grateful to hear from you as soon as possible.
