 BEIJING -- A Henan Airlines plane with at least 90 people on board crashed Tuesday close to an airport in northeast China's Heilongjiang province and rescuers were rushing to the scene, state media reported.
The plane crashed near the Lindu airport in Yichun city at 10:10 p.m. local time (1410 GMT), the official Xinhua News Agency said in a brief report citing local government and airline officials.
At least 20 people were being treated for injuries after the crash, it said. It did not mention any deaths. Xinhua said 91, or possibly up to 96, people were aboard.
The plane had taken off from Heilongjiang's capital of Harbin shortly before 9 p.m. (1300 GMT). The plane was operated by Henan Airlines, a carrier based in the northern province of the same name, and crashed in the city of Yichun in Heilongjiang province, the brief dispatch said.
The aircraft was an E-190 jet manufactured by Embraer, the Brazilian aerospace conglomerate, it said.

The Suichang police posted the notice for detention on an internal government server. In standard criminal case investigations, arrest warrants are open to the public. But online warrants, used typically for public security bureau's internal server, are disseminated across the information systems of airports, hotels and all public security agencies. but my arrest was much grave then QIU Ziming's. It was expended to every Chinese embassy in the world. once I got into the embassy,  I would be arrested and removed to China.So why Chinese authority is very interesting on me than others and why they  did not take legal procedure to arrest me because I hold plenty hard evidences such as voice record, videos and documents to be a wittiness of they are criminals.

Investigative Journalism and the Chilling Effect

One of the more interesting stories I’ve been following this week concerns a reporter who was placed on a police “wanted” list after writing an insider trading article. The incident obviously has eyebrows raised not only in the journalism community over here, but also for everyone interested in rule of law and abuse of power.
Here’s the background:
A Beijing-based business newspaper pledged Wednesday to stand firm in defending one of its journalists who became a fugitive from the law following his whistle-blowing investigative report of insider trading by a Shenzhen-listed battery manufacturer in east Zhejiang Province.
Qiu Ziming, a reporter with the Shanghai bureau of the Economic Observer, found himself appearing on an online national list of wanted criminals as police in Suichang County in Zhejiang alleged that he was “damaging the business reputation” of local Kan Specialties Material Corporation, a charge Qiu denied.
This story is disturbing because:
A) This journalist was allowed to smear the reputation of a private company.
B) The newspaper continued to defend Qiu even after the police put him on the list.
C) A private company was able to use the police to bully a journalist.
I hope you chose ‘C’ because that is exactly what’s going on here. Until this evening, the police have been saying that this is all fine because obviously this reporter “defamed” the company by writing about the insider trading.
It was nice to see that the Economic Observer stood by their guy, as they should have. ChinaGeeks has translated the EO response, which is worth a read.
Word came out several hours ago that the higher-ups in the police department looked into the case and determined that the local cops who instigated all of this were totally wrong:
So the police have rescinded the order, accepting the view that it “did not comply with the relevant laws”. They have also been ordered to apologise to Qiu and compensate him.
This is nice to see, but I hope that this does not get put to rest as a case of “the cops made a mistake and are sorry” event. Do you think this is simply an “oops!” or was something more going on? It’s always possible that the local police had no clue that the law did not allow them to arrest a journalist for writing a story like this. But it’s just as likely (in my mind, more so) that the cops knew what they were doing and thought they could get away with it. I have no idea what was the relationship was between the company in question and the local police, but I certainly hope that it is thoroughly investigated.
Let’s take a page from U.S. Constitutional Law, which comes in handy now and again. The concept that immediately comes to mind here is called a “chilling effect,” which is defined as:
In constitutional law, the inhibition or discouragement of the legitimate exercise of a a constitutional right, especially one protected by the First Amendment to the United States Constitution, by the potential or threatened prosecution under, or application of, a law or sanction.
What’s the big worry here? It’s not just stopping someone (like a journalist) from saying something or punishing them after the fact. That’s bad enough. What’s worse is the “discouragement” of future exercise of that right by other individuals by the “potential or threatened prosecution” by law enforcement.
In other words, I’m glad that Qiu is off the hook here and doesn’t have to worry about being thrown in jail. I’m happy that the police admitted that this was wrong and will apologize.
But I’m worried about a potential chilling effect on other reporters. You think this might embolden other companies (targets of investigative journalists) to use threats to quash stories? I guarantee it. Qiu is OK now, but he had a very tough few days. If I’m a journalist, I don’t want to experience this nightmare firsthand.
A State-level policy statement by the PSB, explaining why this should never happen again, would be the way to go here. Of course it won’t happen, but that would be the proper way to forestall any possible chilling effect.

BEIJING — Twenty-one people were killed and 12 others were trapped in two coal mine accidents in China, officials and state media said Tuesday, in the latest incidents to hit the industry.
An explosion rocked a colliery Tuesday in the southwestern province of Guizhou, killing 12 and trapping five, the state Xinhua news agency said.
Sixty miners were working underground when the accident happened in Renhuai city, but 43 managed to escape or were saved, it added.
Late Monday, nine workers were killed and seven trapped when deadly gas leaked into a pit at the Sanyuandong coal mine in Dengfeng city in central Henan province, the State Work Safety Administration said in a statement.
A total of 127 miners were in the pit at the time, but 111 of them were quickly brought to safety, Xinhua reported, citing an official with the Zhengzhou Coal Industry Co. Ltd., which owns the colliery.
The mine manager was sacked and the company's chief engineer suspended after the incident.
Rescuers have been unable to enter the mine in Dengfeng because of the high concentration of gas in the pit and chances of survival for the seven missing were slim, Xinhua quoted emergency worker Yu Haisen as saying.
The Henan provincial government declined immediate comment on the fate of the missing miners. AFP's calls to the company were not answered.
China's vast coal mining industry is plagued by lax regulation, corruption and inefficiency, as mines rush to meet soaring energy demand.
At the weekend, 24 miners were trapped in a flooded pit in the northeastern province of Heilongjiang, while 17 others were killed in an explosion at a mine in the northern province of Shanxi, China's coal-producing heartland.
Last year 2,631 miners were killed in China, according to official figures, but independent labour groups say the actual figure could be much higher as many accidents are covered up to avoid costly shutdowns.

An investigation stemming from a string of coal mine explosions has resulted in corruption charges against more than 50 local officials in Chenzhou, Hunan Province.
The officials were found to have invested illegally in coalmines and colluded with coal mine owners, according to a Chenzhou government report released at the beginning of the New Year.
The local government announced 24 additional cases related to the disruption of production. Fifteen people were confirmed to be among those charged in three similar corruption cases since last November, when the local government began a crackdown on those who violate coal-mining regulations.
The report said some officials from government departments or State-owned enterprises showed a "weak legal consciousness" about the regulations and abused their power to seek personal gain, resulting in frequent coal mine accidents and chaos in the coal industry.
Zeng Xianming, former director of the Chenzhou Coal Bureau, was arrested for accepting bribes and serious dereliction of duty last year. He allegedly used false documents to help the owners of the Qingshanbei coalmine, located in Zhangshu township of Yongxing county, to begin illegal production.
The notice says Zeng failed to issue an order to close the mine, even after a fatal explosion raised safety concerns and the local government had imposed stricter regulations.
A three-story office building at the Qingshanbei coal mine exploded on April 17, 2009, leaving more than 20 people dead and five seriously injured. The cause of the accident was traced to dynamite detonators illegally stored in the building.
The accident resulted in losses of 4.85 million yuan ($710,425). A follow-up investigation led to a series of corruption cases in this small city.
Among 10 local officials who shared responsibility for the accident, the former Party secretary of Zhangshu Township allegedly accepted a 300,000- yuan ($43,944) bribe from the Qingshanbei mine, according to the report.
In a separate case, Liu Qihui, deputy secretary of the Yongxing Environmental Protection Bureau, invested 240,000 yuan ($35,155) in the local Matu coalmine between 2002 and April 2008, earning a profit of 765,300 yuan ($109,130). He was given a serious warning and removed from his position.
Officials' involvement in coal mining operations undermines the industry's development, some officials said.
"It hinders the merger and reconstruction of the industry for years," a local official, who asked to remain anonymous, told the Global Times Sunday.
"Officials provided a shield for illegal mine owners by accepting bribes or investing in the coal mines, preventing the unqualified mines from being closed or ordered to stop production," the official added.
"It's an open secret that bureaucrats shield one another and local merchants," a local residents who declined to be named, told the Global Times, noting that several corruption scandals have broken out in Chenzhou in recent years, notably the case of Li Dalun.
Li, former secretary of the Chenzhou Party Committee, was sentenced to death with a two-year reprieve in 2008 for accepting bribes totaling more than 14 million yuan ($2,050,710). The scandal involved more than 110 local officials.
In order to improve the political environment in Chenzhou, the government has enhanced anti-corruption education among officials and punished officials who interfere in the business of coalmines.
The local government also publicized hotlines and public mailboxes.
"I hope the government could take more effective measures to deal with the crimes," the resident said.

Rescuers in Henan province have recovered 16 bodies from a Dengfeng city colliery which suffered a lethal gas leak earlier this week. A similar incident in the province of Guizhou saw the same number of casualties. Another 43 miners were able to escape with their lives.

Authorities are investigating both accidents. Official figures point to over 2,300 mining related deaths last year but experts warn this number could be higher as a lot of the accidents are covered up.

Chinese authorities have confirmed that the country’s mining industry shed another 32 lives this week.

China’s voracious appetite for coal and other minerals sees most companies pay lip service to safety regulations as they seek to get more coal out and as cheaply as possible. Endemic corruption and inefficiency only serve to exacerbate the problem.
