Revealed a great hidden agenda about China coal mine accidents frequent killed thousands people a year and especially about HeNan Province Dong Xing coal mine killed 25 people as a serious incident

Monday, 25 October 2010

The accident of Yuzhou coal mine on 1st Aug 2008 in China should be recalled by Disciplinary center Commission of CPC

An accident of Yuzhou coal mine on 1st Aug 2008 should be recalled

The bodies of the last five Chinese miners trapped underground in Henan Province of China have been recovered, bringing the final toll to 37 miners. The colliery is owned by Pingyu Coal & Electric Co Ltd, the official Xinhua news agency reported. http://www.bbc.co.uk/news/world-asia-pacific-11571747. Pingdingshan city, Yuzhou city
“Ping” means Pingdingshan city. Yu means Yuzhou city. Pingdingshan Energy Chemical group is majority of shareholder of Pingyu Coal mine. Mr. ZHAO Tiechui was former Secretary of Communist party of China committee and vice Chairman of Board of directors of Pingdingshan Coal Group Ltd (part of China Ping Energy Chemical Group) from Nov, 1995 to Dec, 1999 http://english.gov.cn/2005-10/21/content_81258.htm. That is why Yuzhou coal mine have been repeated accidents.

one victim’s widow says she believe culpable officials will be not punished in 2008.
“They can find ways to avoid it,” she said.” There won’t be any end to this kind of tragedy.”
This is true, the Zhengzhou Mifeng paper-making (MFP) case is still concealed from June 2006 up to Now even so it was exposed by Chinese Center TV Station and Xinhua news agency, many Chinese media http://news.xinhuanet.com/politics/2007-06/09/content_6219560.htm. Thus, the accident on 1st Aug 2008 should be recalled for justice. So we strongly appeal to re call the accident on 1 Aug 2008 killed 23 miners with this accident of investigation together. It would promote human rights and stop blood coal in China.
T, GONG points out that one holding a public position and the other acting in a private capacity (GONG Ting :” Forms and Characteristics of China’s corruption in the 1990s: Change with continuity”, Communist and post-communist study: Vol.30, No.3 pp.277-288, 1997). Power changed hands (mainly from upper levels to lower ones) but still functions well as a means of generating personal gains. Y, SUN stated “promotions while engaging in Corruption”. a loophole that encourages wayward officials to seek protectors both locally (so that complaints will not be filed to the higher level), and at the higher level (so that filed complaints will be ignored) (Yan SUN, “Cadre recruitment and corruption: what goes wrong” _on crime Law Soc Change (2008) 49:61-79.).

Zhao Tiechui said in February that China would need at least 10 years to “fundamentally improve” safety and reduce the frequency of such disasters. “Awareness of safety and the rule of law is still low in some coal-rich areas and some coal enterprises,” he said. http://english.aljazeera.net/news/asia-pacific/2010/06/201062132254682513.html
For safety and welfare throughout the the mining industry, should be let corrupt senior officials step down as Mr. ZHAO Tiechui then unsafe coal mines have no umbrella. They dare not to ignore the safety regulation because they will be forcibly close if they are not safety and meet the safety standard. it is not needed at least 10 years as he said. one year should be “fundamentally improve” for coal mine safety without corruption.
A scandal buried under truckloads of dirt, may never be discovered. This is true. The Xinmi Coal mine owner CHEN Haichao, The representative of Zhengzhou People Congress (As Local MP in west countries), his coal mine killed more than seventy people in Xinmi City, Zhengzhou, Henan Province of China. He sealed the mine shaft with truckloads of dirt overnight. He spent 30million pounds to deal with authority investigation. Under ZHAO Tiechui supported, Mr. CHEN Haichao became an MP of Zhengzhou city. ZHAO became a member of standing committee of Central Commission for Discipline Inspection of the Communist Party of China. then he is still owner of coal mine but hide to behind coal mines’ operations. this gave Mr.CHEN Haichao opportunity to buy a luxury 5 started military hotel in Beijing City with very cheap price as million pounds. His coal mine subsided the Zhengzhou Mifeng Paper-Making Co. Ltd. Local officials Mr. WANG Wenchao pretended to investigate, then issued a false report to PM WEN Jiabao (Chinese Prime Minister). after that, they used both gangsters and police to take over the MFP and transferred the MFP to his man as CHEN Zhongjian. where is Human rights in China? http://chinaelectionsblog.net/?p=5413
The corruption is the root of accidents as why coal miners dead thousands per year in China

SWAS of China had admitted Henan coal mine accident---Man Made

Safety rules have often been ignored in favour of profit ! Because it is corruption of Mr.ZHAO Tiechui's Administration.
Don't care about the workers' safety, they only care about their production ! ----Quotation from
Chinesemines are notoriously dangerous due to the widespread flouting of safety rules, typically blamed on corrupt mine operators trying to keep costs down, with coal mining particularly accident-prone. http://www.canada.com/news/Hope+fades+trapped+miners+China/3683589/story.html
As the article stated that Yuzhou coal mine repeated accident in China ---Man made
On Sunday, 17th Oct 2010, Author believes Mr.ZHAO had read this blog, the Sate Administration of Work Safety has to admit Henan coal mine accident is "Man Made".
A web of intrigue designed by corrupt officials and coal mines has been debunked. Mr. ZHAO cannot dare to conclude as the result of investigation of Daping accident as the accident occurred “deep in a complicated stratum” inside the mine that provided a shield for the local officials and coal mine owners who escaped the legal punishments.
Please follows up and keeps eyes on Yuzhou accident how and who must be got legal punishments. It must not just punish officials in small roles as "Scapegoats". If not, that meant they would be successful to cover their corruptions and escape the legal punishments. The investigation should find corrupt officials who have guilty of serious dereliction of duty.
Daily Mail Reporter point out that at least 195 miners killed in mine accidents during August in Henan this year   http://www.dailymail.co.uk/news/article-1321806/37-Chinese-miners-die-trapped-following-gas-explosion.html
http://www.bbc.co.uk/news/world-asia-pacific-11557581
1. the authorities have not been as open when it comes to reporting their own mining accidents.
2. The effort to find a group of miners trapped beneath ground at a colliery in Henan Province has not received  extensive coverage.
3.  On Sunday morning, as rescuers presumably continued their search for the miners, the state-run news agency Xinhua had little to say beyond the bare facts.
4. China Central Television's 10am news round-up did not even mention the accident - on the central government's own website the accident was not even a headline.
Also further evidences supported the accidents as man made:
BBC. http://www.bbc.co.uk/news/world-asia-pacific-11557581
1."This place is not even safe, they started operations even before it was ready," the mother of one missing miner was quoted as saying by the Associated Press.
2.The brother of one of the miners killed said the pit should not have been operating as the ventilation system was not working.
3."Since you were planning to deal with the unsafe factors [at the mine], why didn't you stop the operation at other platforms first and then deal with it?," Luo Lin, head of the work safety administration, asked the owners in a press conference.
4.Many of those employed in mines are migrant workers with limited training.
China Says Henan Mine Violated Rules, Leading to Deadly Blast
October 19, 2010, 10:49 PM EDT; By Bloomberg News
http://www.businessweek.com/news/2010-10-19/china-says-henan-mine-violated-rules-leading-to-deadly-blast.html

(Bloomberg) -- China’s State Administration of Work Safety said that violation of rules led to a blast at the coal mine in Henan province that killed 37 miners, according to a statement posted to the regulator’s website yesterday.
The accident occurred as a vent was being dug to release gases as part of safety measures, the statement said. The mine didn’t take enough protective measures as required by rules and had too many workers in the pit, according to the statement.
The coal mine didn’t learn a lesson from its previous blast in 2008 which killed 23 people, the statement said. The regulator also ordered a nationwide halt of production at coal mines that can’t effectively prevent gas blasts, fires and flooding, according to the statement.

Yuzhou coal mine repeated accident in China ---Man made

why can Yuzhou coal mine make 2 grave accidents by same cause within 2 years and killed 49 coalminers [26+23( 1st Aug 2008)]?" In August 2008, 14 miners were killed in an explosion in coal mine in the city of Yuzhou, Henan Province " http://factsanddetails.com/china.php?itemid=321&catid=13&subcatid=85#3302

The coal industry in energy-hungry China is one of the most dangerous in the world due to poor work safety standards and intensive work schedules. Some 7000 lives are lost annually in accidents at coal  mines in China. http://www.focus-fen.net/index.php?id=n232845
The real roots of accident is corruption of Mr.ZHAO Tiechui administration and Mr.ZHAO is from Henan province.
A follow-up investigation led to a series of corruption cases in Henan province to state level, Mr.ZHAO's men promoted until recently deadly accidents occurred again in Pingdingshan city of Henan province then dismissed. the official added:"It's an open secret that bureaucrats shield one another and local merchants."
http://china.globaltimes.cn/society/2010-01/495948.html
"Mining accidents in China usually claim heavy loss of lives. The lack of modern emergency response systems is a key factor," said Liu Tiemin, a researcher with the China Academy of Safety Sciences and Technology.http://english.peopledaily.com.cn/90001/90776/90882/7168284.html
The question is who takes responsibility for lack of modern emergency response system. On 1 Aug 2008, one accident had happened, how did the officials learn from the accident? 2 years passed, the coal mine cannot install a safety system. how did the coal mine safety administrative Bureau at country level to national level inspect in the day-to-day?
Guo Gengmao, governor of Henan supervised the rescue efforts and made a speech:"Provincial Government Information Office announces timely, objective and true information for the news media that it avoid negative media hype.http://cpc.people.com.cn/GB/64093/64102/12971975.html
Do the medias own the investigated skills? should the medias listen and publish the information from government only?
Please see Mr. LI Xinde's article entitled "Zhengzhou city of Henan province of China grave coalmine accidents ---no more delay in taking action---lessons learn from Dengfeng "21th Sept 2008" accident and illegal coal mining of Xinxing mine and Zhaigou mine of Xinmi City of Zhengzhou" (published on 5:59:48 Sept 28th 2008)http://www.yulundc.com/article/show.asp?id=2917 on 23rd Sept 2008, United Morning Post published Mr.YU Zenyuan's article, which pointed out that the main cause of these accidents was "man-made". They are caused by the irresponsible officials and the collusion between those illegal businessmen and officials. They pay no heed to the suffering of citizens. They are totally insensitive to issues of the public safety. They only bear their won interest in mind whilst they ignore regulations and laws regarding safety production. They also ignore-ordinary people's lives, and appeals by citizens go unheard. safety to them is irrelevant. This is true. in Zhengzhou Mifeng paper-making Co. Ltd (MFP) case, instead, they arrested the victims of  MFP management team and transferred the factory to the coal mines. Where is justice in China!!! Mr. LI also pointed out that it should more accidents in Henan Province if the government did not learn from the accident. Now, 2 years passed, It can see many grave coal mine accidents in Henan. Those corrupt communist officials are still in charging of work safety. How to avoid the accidents in China?

Why coal mine accidents in Henan always occurred “deep in a complicated stratum” inside the mine? This is not true.

Sudden coal and gas outburst blast kills 20 and leaves 17 trapped on 16 Oct 2010 in Yuzhou City, Henan province China.http://www.bbc.co.uk/news/world-asia-pacific-11557581

why did coal accidents in Henan province of China always occur "sudden coal and gas outburst"? this is not true. the real roots of accident is corruption of Mr.ZHAO Tiechui administration.

A follow-up investigation led to a series of corruption cases in Henan province to state level, Mr.ZHAO's men promoted until recently deadly accidents occurred again in Pingdingshan city of Henan province then dismissed. the official added:"It's an open secret that bureaucrats shield one another and local merchants."http://china.globaltimes.cn/society/2010-01/495948.html

please compare with investigated conclusion of Daping coal mine accident dead 148 miners on 21 Oct 2004 in Xinmi city, Henan province, China.

The ultimate cost of corruption is in those mines that cut corners on safety and get away with it until the next deadly accident.

Today Yuzhou's accident;'s result may be same with investigated report of Daping Co. Ltd. the true reason of accidents in Henan  is corruption. because Mr.ZHAO Tiechui is from Henan province. most of Henan coal mines are under his umbrella for illegal operations. Mr. ZHAO provided a shield for illegal mine owners by accepting bribes or investing in the coal mines, preventing the unqualified mines from being closed or ordered to stop production. for example: Xinmi city Xiazhuanghe coal mine had been merged with Xinmi Jinxing Coal Mine that it became Xinmi Xinxing Coal Mine.even so many victims petitioned to Beijing many years, but nothing can affect illegal coal mines' operations. instead, they arrested petitioners, for example: ZHANG Fuqin' case (Dongwadian Village of Chengguan Town of Xinmi City) and Zhengzhou Mifeng Paper-Making Co. Ltd.(Xinzhuanghe village of Xinmi City).

By the early 2000s, Henan's accidents in the Chinese mining industry became more prominent in the public eye. Daping coal mine accident is one of deadliest accidents in China. the officials were in charged of coal mines during that time. They showed a "weak legal consciousness" about the regulations and abused their power to seek personal gain, resulting in frequent coal mine accidents and chaos in the coal industry especially in Henan province.

For example: Mr. LI Endong's CV (quotation)

Oct, 1990-- July 1993, Zhengzhou coal mine group, director of managers management department whist deputy      Chairman of Xinmi People Congress.
May 2000 ---March 1998, The secretary of Communist Party of China (CPC) committee of Zeng coal group. The Daping coal mine is part of Zheng coal group.
Feb 2003 --- May 2000, The deputy secretary of CPC Henan Coal mine administrative Bureau (Henan CMAB)whist deputy director of Henan Coal mine administrative Bureau.
March 2008 --- Feb 2003, the head of Henan CMAB whist the secretary of CPC committee of Henan CMAB.

21st April 2008, the mayor of Pingdingshan city (ZHAO Tiechui's hometown).
1st Oct 2010, resigned the mayor because  "4.22" accident of Pingdingshan Henan have been concealed by those corrupt communist officials' group. http://96mfpbloodshedincident.blogspot.com/2010/09/unpublished-reports-in-china-why.html.

Coal mine, Xinmi, Henan Province, China

The death toll of the Daping coal mine gas blast climbed to 62, as rescuers found two more bodies there last night. The whereabouts of 86 others are still unknown. A total of 298 miners managed to escape after the blast happened, while the rest were trapped underground. The provincial government has quickly organized the rescue operation while a 14-member working team of the State Council, headed by Secretary-General of the State Council Hua Jianmin, arrived at the mine yesterday afternoon. As of 2318 hrs, the death toll had risen to 62, 55 died from suffocation, but 86 others are still missing. Local source said the trapped miners are mostly from Henan Province, and that the survival chance for the missing is quite slim.
22 October 2004. More than 200 workers had been killed in a gas explosion deep underground in China. The disaster happened close to midnight on Wednesday (20 October) in the Daping coal mine near Xinmi city in central Henan province, while hundreds of workers toiled at change of shift time. A total of 56 bodies had been recovered by last night and more than 100 rescuers were deep in the mine searching for 148 people still missing but presumed dead.
27 October 2004. The death toll from China’s worst coal mine accident in four years rose to 129 today, the government said, as rescuers searched for 19 more missing miners. The blast occurred on 20 October at the Daping Mine near the central city of Zhangzhou. Rescuers looking for the missing workers have had to dig through rubble and drain water from a 1,200 metre-long passage. They “are still searching for the other 19 missing miners, whose survival chances are slim,” the official Xinhua News Agency said. Authorities have not said what caused the explosion.
30 October 2004. Experts began their underground investigation yesterday afternoon into the cause of last week’s deadly gas explosion at the Daping Coal Mine in central China’s Henan Province. A total of 24 investigators, dispatched by the State Council to the state-owned coal mine in Xinmi City, entered the mine. So far, 141 bodies of trapped miners have been recovered. Li Jiucheng, an investigator and head of the provincial coal industry safety supervision bureau, said that all hidden dangers underground were under control.(Li Jiucheng was arrested last year for corruption http://www.marketwatch.com/story/a-story-of-corruption-in-chinas-coal-mines-2010-07-08The rescue work will continue, Li said, as seven miners are still missing, and the “face fall” at the No 13121 operation platform has not been cleared. Of the 141 bodies, 108 have been identified.
15 November 2004. Chinese authorities say a massive coal mine blast last month that killed 148 people was sparked after mine operators failed to realise that extending the mine’s shaft would greatly increase its gas level, state media reported yesterday. Insufficient ventilation in the mine allowed the gas to build up and mix with fresh air, and the explosion was ignited by sparks from mine machinery, government-run newspapers and the Xinhua News Agency said. It occurred “deep in a complicated stratum” inside the mine, Xinhua said. When mine operators extended the shaft, gas rushed out, it added, citing Zhao Tiechui, deputy head of the State Administration of Production Safety.

Xinmi police is a tool of political and law committee of CPC

August 16, 2010, 11:37 AM HKT
By: Stanley Lubman
This article is truly presenting what happened in China. For example: In Xinmi City, zhengzhou, Hennan province of China alliances between police and criminal elements have been formed, as has happened on 6 Sept 2008.Please Mr. Ma Jiansong supported coal mine owner CHEN Haichao hired  gangster CHEN Jiwei (head of gangster whist Ex-police officer) stabbed security guard (6 injured) of Zhengzhou Mifeng paper-making Co. Ltd. http://www.facebook.com/group.php?gid=138009196245334&ref=nf

Police illegality will remain a critical obstacle to the growth of the rule of law, and will continue to impair the right to petition, among others. Police is a tool of senior corrupt communist officials to support the corruption and abuse human rights.

The right to petition is guaranteed by the Chinese Constitution, but in practice it is frequently violated, sometimes blatantly.

Clashes between law-enforcement personnel and Chinese citizens participating in frequent mass protests were among the major examples of police misconduct mentioned in the Annual Report to Congress for 2009, issued in April 2010 by the Congressional-Executive Commission on China, which reports annually to the U.S. Congress on a large range of trade and human-rights-related issues. The report noted a host of other problems of police illegality in Xinmi city of henan province about migrant worker ZHANG Haichao case. Police arrested him when he petitioned in Beijing city. in Zhengzhou Mifeng Case, it had abuse of police power in extralegal detention and disappearances arrested victims as Mifeng 's management team when the coal mines had been subsidence of Mifeng main workshop. They took over the Mifeng and transfer free to coal mines. what the justice in China!!! torture and abuse of detained victims.

After When the driver got to his feet up, he has found saw that there was a bottomless black hole below the front whee in eastern courtyard residential area of Zhengzhou Mifeng.

This is a hot topic among Chinese Internet users. It have been reported by China Center Television station on 8th March 2009 and Xinhua News Agency in June 2007, highlighting the abuse that China’s armies of petitioners routinely suffer at the hands of police and hired thugs who wish to silence them to cover the corruption.”

The Ministry of Public Security in Beijing formally exercises “unified leadership” over the hierarchy extending from the capital downward to provincial, county and lower-level public security bureaus. At the same time, however, local Party and government officials have authority over implementation of Party policies and can also decide “important policy questions,” deployments of police and management of local security “incidents.” The overlapping lines of authority — vertical from Beijing, horizontal from local officials — critically affect control of the police.
