The coal industry in energy-hungry China is one of the most dangerous in the world due to poor work safety standards and intensive work schedules. Some 7000 lives are lost annually in accidents at coal  mines in China. http://www.focus-fen.net/index.php?id=n232845
The real roots of accident is corruption of Mr.ZHAO Tiechui administration and Mr.ZHAO is from Henan province.
A follow-up investigation led to a series of corruption cases in Henan province to state level, Mr.ZHAO's men promoted until recently deadly accidents occurred again in Pingdingshan city of Henan province then dismissed. the official added:"It's an open secret that bureaucrats shield one another and local merchants."

The question is who takes responsibility for lack of modern emergency response system. On 1 Aug 2008, one accident had happened, how did the officials learn from the accident? 2 years passed, the coal mine cannot install a safety system. how did the coal mine safety administrative Bureau at country level to national level inspect in the day-to-day?

They are caused by the irresponsible officials and the collusion between those illegal businessmen and officials. They pay no heed to the suffering of citizens. They are totally insensitive to issues of the public safety. They only bear their won interest in mind whilst they ignore regulations and laws regarding safety production. They also ignore-ordinary people's lives, and appeals by citizens go unheard. safety to them is irrelevant. This is true. in Zhengzhou Mifeng paper-making Co. Ltd (MFP) case, instead, they arrested the victims of  MFP management team and transferred the factory to the coal mines. Where is justice in China!!! Mr. LI also pointed out that it should more accidents in Henan Province if the government did not learn from the accident. Now, 2 years passed, It can see many grave coal mine accidents in Henan. Those corrupt communist officials are still in charging of work safety. How to avoid the accidents in China?
